More than 25 years of action serving the social and urban development of Casamance.
PACTE — Prospective and Concerted Actions for Emerging Territories — is a Senegalese international solidarity association founded in Ziguinchor in 1996. For more than twenty-five years, it has supported local authorities and the people of Casamance in sustainably improving their living conditions.
Its creation follows on from exchanges built with international solidarity actors, notably the association Sauvegarde du Nord, whose collaboration helped shape the thinking behind PACTE's founding project in Ziguinchor.
PACTE aims to be a framework for encouraging, innovating, promoting and supporting community-driven social and urban development initiatives, serving the most underprivileged populations.

PACTE bases its action on the conviction that intercultural exchange, along with the sharing of experiences and methodologies between communities and actors from the North and the South, is a powerful catalyst for group dynamics and a factor for closer ties and progress.
Our approachPACTE aims to develop people's capacity for self-reliance through progressive involvement and empowerment in addressing their needs and managing their environment. Our strategies, while carried out at the local level, are consistently aligned with municipal and regional policies. We favour participatory methods, action-research and the strengthening of stakeholders' capacities.
Through the means at its disposal, the association seeks to serve the general interest and promote local democracy — an essential condition for endogenous, sustainable development.
PACTE now operates in Senegal, mainly in the natural region of Casamance.
