President's message

Ibrahima Kâ, President of PACTE

Dear visitors,

PACTE aims to be a framework for encouraging, innovating, promoting and supporting community-driven urban social development initiatives, particularly aimed at improving the living conditions of underprivileged populations.

While our strategies favour action at the local level, they seek to fit within broader development dynamics and align consistently with municipal, regional and national policies. "Act locally, think globally" — that is our credo!

Our interventions favour participatory methods and action-research, and aim to strengthen the organisational and operational capacities of our partners. The association seeks to serve the general interest and promote participatory democracy and good local governance — an essential condition for endogenous, sustainable development.

PACTE has been active in Senegal, mainly in the Ziguinchor region, since 1996. From early on, we chose efficiency and effectiveness, seeking to ensure impact and sustainability in our actions; that is why we have, until now, avoided spreading ourselves too thin.

Over this period, the NGO has built a rich partnership with local authorities and delivered significant achievements, particularly in sanitation, housing, community health and strengthening participatory democracy.
