Community Health

Implementation of a mutual health promotion program in collaboration with the medical region and the Usaid Health Program in the Ziguinchor region. In this context, 14 mutual health insurance companies were supported. In addition, a Regional Union of Health Mutuals supported and consolidated by PACTE has taken over in the promotion and monitoring-support of mutuality at regional level.

Sanitation

  • Definition of a program to strengthen the rainwater drainage and drainage system in the municipality of Ziguinchor, funded by the SCAC, French Embassy in Dakar;
  • Development of a general program to reinforce the sanitation system of the Municipality of Ziguinchor and implementation of a paving school construction site on BC6 street in the Boucotte Center district of Ziguinchor, funded by the EDF / PPGE, AGETIP , the ILO and the Municipality of Ziguinchor. In this context, nearly 1,000 m² of paving stones were built and 300 temporary jobs created.

It is on the basis of the achievements of this experience that the European Union financed the construction of around twenty kilometers of paved roads in 2009.

  • Implementation on behalf of the municipality of Ziguinchor in partnership with PsEau and PDM of the Program “Support and support of African local authorities for the development of concerted intervention strategies for water and sanitation services”
  • Control mission, monitoring of construction of sanitation and social engineering infrastructure for PEPAM in the Ziguinchor region on behalf of the EDE / Merlin Cabinet Group (construction of 2,600 individual latrines and 32 collective sanitation works) and for USAID PEPAM (construction of 15 hydraulic works and 400 sanitation works).

Part of Pacte’s mission involves participatory social engineering (information and awareness-raising, setting up good governance structures for water, sanitation and hygiene management).

  • Definition and implementation of a municipal household waste management strategy (ROTAZ Project), in the municipality of Ziguinchor, in collaboration with GRET (France) and financed by the SCAC and DGL Félo (Usaid); seven covered districts and 42 permanent jobs created.
  • Capitalization of the experience of fifteen Communes in Senegal and publication of a book: “The management of household waste in secondary cities of Senegal. Towards municipal policies including peripheral districts ”in collaboration with GRET and LVIA.

Housing

Implementation of a program to support the rehabilitation and improvement of housing in the municipality of Ziguinchor (Access Habitat Project), with PAI and ESF (French NGOs) including a latrination component.

Roads and Urban Services

Development of a general program to reinforce the sanitation system of the Municipality of Ziguinchor (reinforcement of the rainwater pipeline system and paving of streets in particular) and implementation of a paving school construction site on BC 6 Street Boucotte Center district of Ziguinchor in collaboration with the municipality, the Ministry of Public Works, Agetip and the ILO / Prohimo: nearly 1,000 m² of paving stones built and 300 temporary jobs created.

Experiences in recent years

  • Implementation of a program “Strengthening participatory democracy for good local governance”. Organizational support and institutional strengthening of 16 Neighborhood Councils, concerted definition of priority strategies and action plans, and synergy of interventions at local and municipal level.
  • Realization and equipment of three multi-purpose animation and training centers (Maisons de Quartiers), 24 permanent jobs created,
  • Construction of a market of fifty places;
  • Extension of a water supply (almost 1000 ml);
  • Reloading, reshaping of BC6 Street and installation of a pipeline (1000 ml);
  • Establishment and empowerment of three savings and credit mutuals on behalf of the Ziguinchor Regional Council (mutual artisans, mutual farmers and fishermen mutual);
  • Implementation of a malaria and tuberculosis control program in the municipality of Ziguinchor;
  • Establishment of three mutual health insurance funds (mutual fund for development agents in the Ziguinchor region, mutual fund for teachers in the diocese of Ziguinchor, and mutual fund in the Kandé district) and definition of a strategy for promoting mutuality at regional level;
  • Definition and implementation of a municipal household waste management strategy (ROTAZ Project), the test phase of which involved the Boucotte center district;
  • Definition of a program to strengthen the system of canalization and evacuation of rainwater in the municipality of Ziguinchor;
  • Implementation of an AIDS control project in the municipalities of Ziguinchor, Oussouye and Bignona in collaboration with the PNLS. Implementation of the extension phase of the Asine Trash Garbage Collection project in Ziguinchor (ROTAZ II Project), seven covered neighborhoods and 42 permanent jobs created.

  • Program to strengthen participatory democracy for good local governance in 12 municipalities in the regions of Ziguinchor, Kolda and Sédhiou, in partnership with CCFD – Terre Solidaire, MUSOL and UNICEF.
  • Support Project for the participatory solid waste management system in the Municipality of Ziguinchor, in partnership with the European Union.
  • Support for the poultry project for women in the Ziguinchor region living along the stretch of national road no. 6, in partnership with the Regional Directory of Women in Livestock (DIRFEL), the regional livestock service and Isolux.
